Jake Ballard revealed himself as the good guy, not the monster, in the final moments of episode 18 in “Scandal” Season 4. However, soon afterwards, the real monster arrived at his daughter’s door with the mysterious man Russell who had been sleeping with Olivia. The audience will have to wait till next week to see how the fight between a few good men and Rowan Pope/B-613 unfolds. The episode 19, titled “I’m Just a Bill,” is scheduled to air on Thursday, April 16.

The official synopsis of episode 19 says, “With Rowan back in town, the stakes are at an all-time high for the team trying to take down B613.” The preview clip indicates that Papa Pope has given 48 hours window to David Rosen and team to shut down the case. But it looks like Daughter Pope will not stop before she sees an end to her father and B613's story. She might go to any length to see that her father is punished and destroyed. According to her father in the preview clip, Olivia’s hatred for her father is so big that she is willing to tear Fitz down.

“I’m Just a Bill” will also see the new Vice President Susan Ross showing that she is no puppet. According to the synopsis, President Fitz needs her support to pass a “very important bill” but she is not going to be the yes woman. The synopsis says she is going to prove that she is “not an easy pushover.” Mellie is likely to feel threatened because of that, which might set the foundation for Mellie versus Susan fight and Cyrus secretly backing the latter. Meanwhile, the case of the week revolves around the murder of a mayor’s wife. Olivia will be asked to take on this case.

The previous episode of “Scandal” Season 4, titled “Honor Thy Father,” saw Jake becoming the bad guy and threatening David, Quinn and Huck. He threatened to kill Olivia, too, if they did not back off, which stopped them from killing him and also they aborted the plan to take down B-613. In the final moments of the episode, it was revealed that Jake was just pretending to be the bad guy to expose David’s assistant Holly who was actually a B613 agent. He shot her and told David that this is war now.

Despite the setbacks, Rowan has looked invincible and it will not be easy for Olivia, David, Jake and team to take him down and his evil organisation. As "Scandal" Season 4 is barrelling towards its finale, it can be expected that the upcoming episodes will feature shocking twists and turns.
