A San Antonio police officer is being accused of raping a 19-year-old female driver whom he flagged for a routine traffic stop.

Slate reported that 40-year-old Jackie Len Neal tailed the woman motorist on Friday and pulled her over on Betty Street. She stepped out of her vehicle and he ordered her to get back to her car.

Mr Neal told the female driver that the vehicle she was driving was reported stolen, but she showed him documents as proof of purchase.

The Texas cop then asked her to step out of the car so he could frisk her, but the woman driver asked for a female officer to pat her down. Mr Neal rejected her request and during the procedure groped the woman, according to her affidavit.

He then handcuffed her, sexually assaulted the driver and ordered her not to tell anyone what happened. But the female motorist filed a case against Mr Neal who is charged with felony sexual assault but is out on a $20,000 bond.

It would be easy to tell if Mr Neal was lying or not since his car had an on-board camera to record what is happening inside and outside his patrol car. However, his video system's hard drive needed to operate it was missing, making it suspicious.

His GPS indicated the Texas cop was at the spot for 18 minutes, which is too long for a routine stop.

Police Chief William McManus added that Mr Neal can't claim it was consensual sex since such a reason is not allowable while an officer is on duty.

"I feel silly even saying that we won't tolerate it. Of course we won't tolerate it. There is no gray area. This is a criminal offense," Mr McManus said.

To make matters worse for Mr Neal, in his 11 years of police service, he had faced a similar charge a few years ago by another female driver, but the case did not prosper because the motorist did not want to testify. He had also been sanctioned for dating an 18-year-old member of the Police Explorer programme.
