There are various reports claiming that certain Pokemon will again be tied to specific geographical areas.

According to Express, the low catch-rate of Togetic has led some “Pokemon GO” players to believe that there is something wrong with the code. Hence, it is probably a better idea to catch a Togepi and then evolve it, unless a player is desperate for the Pokedex entry and is ready to sacrifice his inventory.
