The way for Prime Minister Malcolm Turnbull to call an early double-dissolution election for July 2 has been set shortly after the Senate ended a marathon debate on new election laws.

This is one of the lengthiest Senate deliberations of a single bill in the past 26 years, nearly 30 hours of debate ended with a vote on Friday. Both the government and the Greens are set to use their combined majority to pass the rules that will prevent micro parties in the preference system to win with a small primary vote on Senate spots.

Turnbull remained strong-minded to hold a double-dissolution election on July 2, the Senior Liberals said. Such an election under the new laws means he could wipe out all the crossbenchers except Nick Xenophon, who has been elected previously in his own right, per Financial Review.

In order to pass the budget supply bills through both houses, Turnbull would need more time to pull forward the May 10 budget by a week to May 3 before calling a double-dissolution election on May 11.

He also considers recalling the House of Representatives for the May 3 budget, to pass and put the supply bills through the Senate on May 10 and calling the election the next day.

It could still filibuster and time-waste over the supply bills until May 12, even though Labor has said supply will not be blocked.
