Sex offences against under aged girls are showing a marked rise. There seems to be no respite on it as more abuse of girls is feared in the time to come. Some recent incidents give credence to that anxiety. One was a disclosure on a celebrity after being slapped with criminal charges and second is the open advocacy of terror group ISIS justifying sex with pre-pubescent girls, citing Quran teachings.

Cosby Episode

The first one is the sexual assault scandal engulfing Bill Cosby, veteran American comedian, who has been slapped with a law suit by a Californian woman claiming that the actor had abused her after serving her with drinks, when she was just fifteen. The 77-year-old star is now forced to give a deposition recording his version if the lawsuit goes ahead. Judy Huth was the second woman to claim that Cosby assaulted her as an underage girl, reported the Telegraph.

In the case of terror group Islamic State, subjecting under age girls to sex is no taboo. It recently came out with a pamphlet as an advisory on how to do sex with girls and ladies who are captured by the militant group as slaves. The pamphlet gave the green light for unabashed sex with pre-pubescent girls. They were distributed in mosques of the ISIS-controlled Iraqi city of Mosul last Friday, said a report by the CNN. Washington based Middle East Media Research Institute made an English translation of the Arabic text and its contents sent shockwaves in the civilised world.

Sex with Virgin

The pamphlet justifies sexual intercourse with a "female slave" citing scriptures from Quran. "If she is a virgin, her slave owner can have intercourse with her immediately," ISIS explained. "However, if she isn't, her uterus must be purified." That means one must wait until her period to make sure she is not pregnant. Also, if two men co-own a captive, they should not try to have sex with her simultaneously. The pamphlet also says it prohibitive to have intercourse with the slave of one's wife, reported Huffington Post.

Regarding sex with underage girls, the pamphlet makes clear that it is permissible even if the female slave is under age and has not reached puberty. Intercourse is fine if she is fit. In case the girl is unfit for intercourse, the terror group says just "enjoy her without any intercourse."

The Human Rights Watch expressed outrage at these barbaric guidelines and noted many girls are already in the detention camps of the terror group in cities like Mosul and Tal Afar. The women and girls are mostly from the Yazidi tribe of northern Iraq. According to Bristol University's Gender and Violence Research Centre led by Nazand Begikhani, these captured girls are being treated like cattle and subjected to physical and sexual violence, including systematic rape and sex slavery. The ISIS also sold many of them in markets of Mosul and Syria's Raqqa.
