After a month-long hiatus off-air, “Gotham” returns with Jim Gordon feeling elated about a small victory. He is now the president of the Policeman’s Union with the support of Commissioner Loeb. After Jim uncovered some of Loeb’s nefarious activities and some family secrets, he uses the leverage to land himself the presidency. However, just when he thought things were at a ceasefire with Loeb, the Commissioner takes a cheap shot at him on episode 19.

Jim starts to bask smugly in the glory of his achievement and he gets another boost when a young police officer approaches him. The young officer sings praises about what Jim has done to clean up the Gotham City Police Department. Afterwards, the guy hands him a case file and tells him that he believes only a man like Jim can solve a homicide which has been abandoned due to dead ends in the investigation. Jim takes up the challenge and enlists his partner Harvey to take on the case with him.

The case is about a missing girl who was found dead four months after she was first reported missing. With the help of Lesley and Harvey, Jim finds out that the case is linked to a serial killer who goes after the loved ones of the investigating officers. Jim fears for his girlfriend Lesley after Harvey fills him in on the other details of the case. Harvey figures out that the young officer was commanded to hand Jim the case in an attempt to put him and his loved ones in danger.

Jim and Harvey find out that Commissioner Loeb was behind the set-up. Jim is enraged and boldly threatens the Commissioner that once he catches the serial killer nicknamed “The Ogre,” he will make it his mission to take down Loeb.

Meanwhile, Penguin is also on a mission. He muscles his way into buying a new bar after Mooney’s was taken from him by Don Maroni. He declares that the new bar is where he will kill his former boss.

Also in Gotham, Alfred is still recovering from his stab wound. Unable to pursue his attacker, he lies helpless as Bruce seeks out Selena. The two of them find Reggie and interrogate him about his attack on Alfred. Bruce asks him about his motive and the people who ordered him to steal Bruce’s files. Eventually, Bruce realises that the people working for Wayne Corporation are less honourable than he had hoped.

Elsewhere, Fish Mooney is still stuck in Dr. Dulmacher’s island. She hatches an escape plan when she spots a boat and a helicopter. She cons a group of goons from among the hostages into helping her escape. She tricks them into acting as a decoy. They lure the guards toward the boat where they ended up getting ambushed. Fish and the rest of her chosen captives, meanwhile, were making a beeline towards the helicopter.

As Fish flies the chopper out of the island, one of the guards manages to hit her with a bullet right through the stomach. It is unclear if she survives and manages to escape. Her fate will be revealed when “Gotham” returns next Monday at 9 p.m. on Fox.
